CAMA - Coalition Against Methamphetamine Abuse

CAMA, Inc.'s Vision:

To prevent and reduce the impact of substance abuse on Clark and Edgar counties, creating permanent change adn healthier communities.

  • Coalition began in October 2001 with focus on Methamphetamine
  • Coalition Membership
    • Clark and Edgar Counties
    • Over 50 members
    • Teams – Presentations, Research, Law and Policies, On-site Business, Off-site Business, specific projects
  • Five Year Strategic Plan developed in 2005
    • Expanded scope beyond Meth into alcohol, tobacco and other drugs
  • Awarded Drug-Free Community Support Program federal grant from SAMHSA and ONDCP in 2005
  • CAMA Teens started in 2003
    • Current membership – 50 Paris High School members and 15 Martinsville 11 Kansas and 14 Shiloh school members for leadership trainings and drug-free events in the community
    • The vision is to expand all school districts in the Edgar and Clark County area

      Leadership in Technical Expertise

    • CAMA testified: March 2004-Submission of legislation ideas to Rep. Eddy, Rep. Rose and Sen. Righter resulting in two state bills:
      • Criminal Code – False Urine Sample
      • Abuse Child – Prima Facta
    • CAMA provided technical testimony:
      • As of 2/22/2007: Providing testimony to the Judicial Committee of House of Representatives on HB 0592 to amend the IL Vehicle Code to include an oral fluid-based (saliva) test in conjunction with use of breath, urine and/or blood testing following DUI arrests.
      • Judicial Committee of House of Representatives – Criminal Code, Remediation
      • 1st introduction by Sen. Righter and Rep. Eddy and Rep. Rose to the House on February 10, 2004 (House Bill 662), then to State Senate, re: Pseudo-ephedrine as a precursor, called “Oklahoma Law”, did not pass. Re-introduced by Illinois Attorney General in February 2005. Law passed (as Senate Bill 562) effective January 15, 2006.

        • House Bill 3502 – Amended Illinois Controlled Substances Act and Drug Court Treatment Act
        • House Bill 3504 – Amended State Finance Act and Unified Code of Corrections
        • House Bill 3508 – Amended Drug Court Treatment Act

        • House Bill 3525 – Funding for additives to anhydrous to deter theft
        • House Bill 3526 – Amended Dept of Ag. Law of Civil Admin. Code
        • House Bill 3527 – Funding for farmer education on how to handle meth sites
        • House Bill 3531 – Amended Child and Family Services Act, Dept of State Police Law of Civil Admin Code and School Code

    • Over 250 groups in ten counties and two states
      • Students and educators, health care providers, businesses, law enforcement and legal, public forums, coalitions, meth conferences, prevention conferences, legislators
      • Meth education, strategic planning and coalition building
    • Six statewide conferences in two states
    • Invited to speak at the “Driving Under the Influence of Methamphetamine and Other Drugs Seminar” sponsored by the Institute for Legal and Policy Studies, University of Illinois at Springfield
  • Organized and lead countywide Methamphetamine Forums
    • Edgar County – over 100 participants
    • Clark County – over 180 participants
  • Organized and lead Underage Drinking Forum
    • Over 17 agencies involved - over 250 participants
    • Lead and organized by CAMA Teen Group
  • Public awareness events
    • County to County Bicycle Rally
    • Lead and organized by CAMA Teen Group
  • Organized and participated in leadership training
    • National leadership trainer - 40 CAMA Teens in attendance
    • Illinois Attorney General teen training re: Meth awareness, advocacy and the recruitment of adult allies
